适应气候变化的生物多样性保护政策措施和行动进展——基于欧盟、美国与澳大利亚的分析

Progress in biodiversity conservation policies, measures, and actions for climate change adaptation — An analysis based on the European Union, the United States and Australia

摘要: 全球气候变化对人类社会及其赖以生存的自然环境影响深远。本文系统梳理了国际社会和各国政府为适应气候变化,特别是在生物多样性保护领域所采取的政策措施和行动。1990年,适应概念在气候变化领域正式提出;进入21世纪初,澳大利亚发布了首个《生物多样性和气候变化国家行动计划》。我们收集并分析了欧盟、美国、澳大利亚在适应气候变化方面的主要生物多样性政策文本,并提取关键词进行分析,比较不同地区政策侧重点的差异。研究发现,欧盟重视基于生态系统的方法和提升生态系统连通性;美国关注入侵物种调查和应对、生态系统在气候适应中的作用,并专门针对淡水生态系统制定了适应措施;澳大利亚则强调政策制定和管理规划,同时重视研究的重要性。在具体措施与行动方面,基于自然的解决方案(NbS)和基于生态系统的适应(EbA)是国际社会普遍关注的适应措施,并被多国纳入其适应战略与行动计划。其他直接针对生物多样性的管护措施包括:改善系统状况,如生态系统保护和恢复;保护和管理大尺度景观,特别是扩大保护地网络和建设生态廊道;针对特定物种或生态系统的措施,如防控外来种入侵、减少其他威胁、辅助物种定居和扩散等;以及通过监测、规划和政策支撑预警和适应性管理。最后,本文总结了部分适应气候变化的生物多样性管护案例。通过梳理发达地区和国家的进展,本项研究以期为完善我国适应气候变化的生物多样性保护政策与行动提供参考。

Abstract

Background & aims: Global climate change profoundly impacts human society and the natural environment upon which it depends. Our study reviews the policies, measures and actions adopted by the European Union, the United States and Australia to adapt to climate change, particularly within the biodiversity conservation domain. The concept of adaptation was formally introduced in the climate change field in 1990. By the early 21st century, Australia released the first National Action Plan on Biodiversity and Climate Change. By reviewing progress in developed regions and countries, this study aims to provide references for refining China's biodiversity conservation policies and actions in response to climate change. 

Results: Based on the analysis of keywords extracted from biodiversity policy documents on climate change adaptation, we found that the EU emphasize ecosystem-based approaches and strengthening ecosystem connectivity; the U.S. prioritizes research and control of invasive species, highlights the role of ecosystems in climate change adaptation, and has developed adaptation measures for freshwater ecosystems; Australia focuses on policy formulation and management planning while prioritizing research. Regarding practical measures and on-the -ground actions, Nature-based Solutions (NbS) and Ecosystem-based Adaptation (EbA) represent widely recognized adaptation approaches internationally, which have been widely incorporated into national adaptation strategies and action plans. Other biodiversity-specific conservation measures include: improving ecosystem conditions through protection and restoration; protecting and managing large-scale landscapes, particularly expanding protected area networks and establishing ecological corridors; measures targeting specific species or ecosystems, such as controlling invasive species, reducing other threats, and assisting species settlement and dispersal; and carry out monitoring to support early warning and adaptive management. Finally, we report several best practices of biodiversity conservation for climate change adaptation. 

Perspectives: China has integrated biodiversity-related climate impact monitoring and nature-based solutions into its major national strategies. However, existing policies are fragmented and poorly coordinated across different authorities, with inadequate monitoring systems, technical standards, assessment frameworks and demonstration cases for climate-driven biodiversity measures. This study proposes the following recommendations: 1) enhancing top-level policy design and cross-departmental policy coordination, including spatial planning optimization under future climate scenarios; 2) improving long-term biodiversity monitoring and early warning systems; 3) formulating practical implementation guidelines and technical specifications; 4) establishing evaluation mechanisms for adaptive management; 5) promoting demonstration pilots in ecologically vulnerable areas to disseminate practical experience.
