摘要: 传统生物多样性保护主要通过保护地建设、栖息地修复和物种抢救等方式应对土地利用变化、过度利用、污染和外来入侵物种等直接驱动力,但对驱动生物多样性丧失的制度安排、生产消费方式和社会价值规范等深层因素介入不足。本文基于生物多样性和生态系统服务政府间科学政策平台(Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services, IPBES)转型变革评估,从治理对象、治理尺度、政策工具和评价标准四个维度构建直接驱动力干预与转型变革的比较分析框架,辨析转型变革区别于一般治理改进的核心判定特征,并结合中国生态文明制度实践,提出“转型生物多样性治理”的操作性内涵及“国家战略统筹-空间治理锚定-部门政策嵌入-地方试验反馈”的四环节制度转化机制,从国家治理层面拓展了IPBES转型变革框架的解释维度。国家战略将生态文明理念转化为整体性目标,生态保护红线、自然保护地和国土空间规划将目标固化为空间底线,“1+N”政策体系推动生物多样性要求进入相关经济部门,地方试点则为工具校准与制度扩散提供反馈。但驱动链条介入深度不足、核心经济部门主流化约束不够充分、跨部门协同机制有待强化以及转型导向评价不足等结构性瓶颈依然存在,其中大型企业自然相关依赖、影响和风险的评估与披露仍处于探索阶段。研究表明,中国生物多样性治理转型的关键不在于增加单项保护工具,而在于强化四个制度环节之间的衔接与反馈,使国家战略、空间规则、部门责任和地方试验形成稳定闭环;该机制为解释生物多样性治理由末端修复走向源头治理和系统变革提供了中国情境下的分析框架。

Abstract

Background & Aim: Biodiversity loss constitutes one of the most pressing ecological crises of the twenty-first century. Conventional conservation approaches centered on direct driver intervention—protected area designation, habitat restoration, species recovery and pollution control—have proven structurally insufficient, as evidenced by the failure to fully achieve any of the 20 Aichi Biodiversity Targets globally by 2020. The Transformative Change Assessment of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) argues that the root causes of biodiversity decline reside in indirect structural drivers—production–consumption patterns, institutional arrangements and socio-cultural norms—and that systemic transformation of these upstream mechanisms is indispensable. This paper develops a comparative analytical framework contrasting direct driver intervention with transformative change across four dimensions (governance targets, governance scale, policy instruments and evaluative criteria) and applies it to diagnose China's current governance trajectory in the context of the Kunming-Montreal Global Biodiversity Framework (GBF). Building on this framework, we further clarify the defining features that distinguish transformative change from incremental governance improvement, propose an operational definition of transformation-oriented biodiversity governance in the Chinese context, and derive a four-link mechanism of institutional translation: national strategic coordination, spatial governance anchoring, sectoral policy embedding, and feedback from local experimentation. 

Progress: This review reveals that China has established a solid governance foundation, including a protected area system covering approximately 18% of its terrestrial territory, an ecological conservation redline encompassing over 30% of national land, a substantially strengthened legislative framework, and an updated National Biodiversity Strategy and Action Plan (2023–2030). The analysis shows that national strategies translate the ecological civilization agenda into overarching goals; ecological conservation redlines, protected areas and territorial spatial planning anchor these goals in spatial rules; the “1+N” policy system is intended to embed biodiversity requirements in relevant economic sectors; and local pilot programmes provide feedback for policy calibration and institutional diffusion. Nevertheless, the analysis identifies four structural bottlenecks: limited intervention along causal driver chains, insufficient mainstreaming constraints in core economic sectors, incomplete cross-ministerial coordination, and evaluation frameworks that do not yet capture transformative processes. In particular, the assessment and disclosure of large companies' biodiversity dependencies, impacts and risks—including those along supply and value chains—remain underdeveloped. 

Perspectives: Taken together, the findings indicate that deepening China’s biodiversity governance transition depends not primarily on adding individual conservation instruments, but on strengthening the coupling and feedback among national strategy, spatial rules, sectoral responsibilities and local experimentation. This four-link mechanism extends the explanatory scope of the IPBES transformative change framework from identifying drivers of biodiversity loss to explaining how global transformation goals are translated into spatial governance rules, sectoral responsibilities and adaptive policy feedback within a national governance system.
