摘要: 《生物多样性公约》第十六次缔约方大会(COP16)是《昆明-蒙特利尔全球生物多样性框架》(简称《昆蒙框架》)达成后的首次缔约方大会, 参会代表围绕《昆蒙框架》的实施、遗传资源数字序列信息的惠益分享、海洋和沿海生物多样性保护等20多项议题展开了深入讨论。本文综述了COP16重要议题的进展, 包括遗传资源数字序列信息的惠益分享机制、《昆蒙框架》的监测框架、资源调动与资金机制、海洋与沿海生物多样性保护、生物多样性与气候变化, 以及第8(j)条及相关条款。基于COP16重要议题的进展和我国的履约实际, 提出未来履约应重点关注以下内容: 推动遗传资源数字序列信息的研究和管理, 基于《昆蒙框架》监测框架的报告, 充分利用昆明生物多样性基金的重要作用持续引领全球生态环境治理, 推动生物多样性保护、海洋与气候协同治理, 重视多元群体声音, 以及加强跨部门合作和履约团队建设等。
